Moped transfer

Have you just bought or sold a moped? Then it is important to put the vehicle in the correct name. This is called transferring the moped. On this page we explain step by step how to register a moped, which documents you need, what it costs and what to look out for. So you can be sure you're on the right track - whether you're a buyer or seller.

Why transfer a moped?

When a moped changes hands, you must transfer the license plate to the new owner's name. Once the license plate is transferred, the new owner must immediately fulfill all vehicle obligations. These include paying motor vehicle taxes, taking out moped insurance and making sure the vehicle has passed its MOT inspection.

Where can I transfer a moped?

You can transfer a moped in two ways: at a license plate counter or online.

Transfer online

You can transfer online at any time of the day. For this you need the DigiD app and a phone with a so-called nfc chip reader. Phones with a chip reader are Android smartphones with version 7.0 or higher or an iPhone model 7 or higher and iOS version 13.2. All passports and identity cards now contain a chip. Driving licenses issued after Nov. 14, 2014 also contain a chip. The chip reader allows you to perform a one-time identity check.

You must also have a registration card and the registration code. With a paper registration certificate, online transfer is not possible.

License Plate Counter

You can also register a moped at a license plate counter, a PostNL location, an RDW inspection station or an RDW desk. You are then bound to the opening hours of the counter, but in more and more places you can also register on Sundays and evenings.

What do I need to transfer a moped?

To transfer a moped, you need the following documents:

  • A valid proof of identity
    A valid proof of identity is a Dutch driver's license, passport or identity card.
  • Registration certificate
    To transfer, you need the original registration certificate and transfer slip or the credit card-sized chain certificate (also known as a registration card).
  • The vehicle registration code
    The vehicle registration code consists of 2 parts. The first part of the registration code has 4 digits and is on the registration certificate. The second part of the registration code has 5 digits and is on the registration card, which you receive by mail at home. A paper registration certificate does not include the registration code.

Cost

In 2025, the cost of transferring the license plate is €13.10. You pay the cost on the spot when you transfer the moped.

Step-by-step registration number moped transfer

Transferring a moped is done as follows:

  1. Ask the seller of the moped for the necessary documents
  2. Bring these documents, along with valid identification, to the location
  3. Pay the transfer fee of €12.50
  4. Then the clerk will transfer the vehicle to your name. You will then receive a registration report. This is written proof of the transaction.
  5. You also receive the release certificate. You give the release certificate to the seller.
  6. From then on, you are liable for the obligations of a license plate holder, such as the MOT and taking out moped insurance.
  7. From the RDW you will receive the new license plate card the same business day (if the license plate is transferred before 4 p.m.) or the next business day.

You will receive three emails from the RDW. The first e-mail is a confirmation of your application. The second e-mail states that your vehicle has been transferred. The third e-mail contains the link to the indemnification certificate and the registration report. This also contains part 1 of the registration code. You will receive the 2nd part of the registration code by mail, along with the registration card.

When you transfer the moped, you get a certificate of indemnification. This indemnification certificate is for the seller. With a release certificate, the seller can prove that the license plate of the sold moped is no longer in his or her name. The seller is then also no longer liable for the obligations of a license plate holder.

Don't forget your moped insurance

Once the license plate is in your name, you must fulfill all vehicle obligations, including taking out moped insurance. You are required to have at least a moped insurance with third-party coverage. This insures you for damage you cause to another person. Of course, you can opt for more extensive coverage, which also covers damage to your own scooter.

Frequently Asked Questions

Does the buyer have to be present when transferring a moped?

No, the buyer does not have to be present in person when transferring the vehicle. However, the buyer must have the original registration certificate and a valid identification document. A valid proof of identity is a driver's license or Dutch identity card or passport. For online transfers, a DigiD with SMS verification or the DigiD app is required.

Can I transfer a moped without a registration certificate?

No, a registration certificate is required to transfer a moped. Without these documents (part IA and IB or registration card with registration code), the RDW cannot perform the transfer. If lost, a replacement registration certificate must first be requested.

When you apply for a registration certificate through the RDW, you have the option of picking up the certificate at the RDW in Veendam or having it delivered to your home. If you choose to pick it up, you can do so in the afternoon, between 2 and 5 p.m.

You can also apply for a registration certificate on an emergency basis. An urgent application is only possible if you are buying a vehicle, not if you have lost the registration certificate. If you make the request before 11:45 a.m. you can pick up the license plate the same day. If you make the request after 11:45, you can pick up the license plate the next business day between 2:00 and 5:00 pm.

Can I transfer a moped without a driver's license?

Yes, in fact, you do not need a driver's license to buy a moped. However, the moped must be registered in your name. To do this, you must be at least 16 years old. Once the license plate is in your name, you are required to have moped moped insurance. You need at least Third-party insurance insurance for a moped.

What should I do after transferring a moped?

After the transfer, the seller must keep the release certificate as proof that the moped is no longer in his name. The buyer must immediately insure the moped and make sure it meets all legal requirements to be allowed on the road.
