An AM license allows you to drive mopeds, scooters, mopeds, speed pedelecs and microcars. A car driving license (driving license B) or a motorcycle driving license (driving license A, A1 or A2) also allows you to drive a scooter. You do not need a separate moped license for this.
Special moped without a license
A special moped is a light, motorized vehicle that does not meet the regular definition of a moped and often has a different shape. A special moped is, for example, a Segway or electric scooter. You may drive these vehicles without a license, provided you are at least 16 years old. You do not have to wear a helmet. You do have to follow standard traffic rules and take out third-party insurance for the vehicle.
Consequences of driving without a license
Driving without a license is not allowed. Riding your moped without a license can have serious consequences. If the police catch you, you will receive a hefty fine. According to the Public Prosecutor's Office's Fine Database, the fine in 2025 is €300. If the driver is under 16, the amount is halved.
In addition, you are also uninsured even if you do have moped insurance. This is because an insurer will not cover you if you cause damage while riding a scooter without a license. This means that you will pay for all the damage costs yourself.
Property damage can run large, but especially in the case of personal injury, the financial consequences can be severe. The police crack down on these types of violations for good reason. Many people do not appreciate the danger and do not realize how much damage they can cause.
